Cheney's still having a big say in what goes on in his head.
This is a man who runs from adversity, unless he is causing it. This is a man who has no one tell him no, and seeing dissent now has shocked his entire system. This is a man who surrounded himself with sycophantic psychopathic attendants to his throne. They even wipe.
He has never had an original idea. He has never been creative. He has never thought a problem through, much less worrying about a decision's impact. Hell, Even Reagan reportedly worried about the impact of his decisions, even though he worried about corporate america more than the little people.
In summary, he not only hasn't a clue, he is incapable of getting one, either on his own, or through his merry band of thieves, scoundrels and worse.

He just has to ride out two years or the completion of the embassy, whichever comes first. This war isn't about the democracy, liberty, or even oil...it is about stalling for time until we build a permanent presence in Iraq.
We can't leave yet because there is no government with which to formulate a formal agreement allowing us to maintain that embassy. Therefore, we have to keep troops there to protect our construction projects until somehow, some way, someone can guarantee us a lease. Unfortunately for George, they thought they'd have this all in the bag by now, but it's obviously all gone horribly wrong. So now, his only option -- truly, his ONLY option -- is to just wait it out. Any excuse will do at this point.
