Still 2 years out, and a sitting VP doesn't have to campaign this early. He just has to look Presidential.
What worries me, we just don't see much of Cheney anymore, I think he really might be feeling poorly. But this way to soon to suck up the press for a new VP, especially that there's still time for Bush to drag him down, so it could backfire.
With this administration, you have to think like Rove :evilgrin:

My theory is that in general, the less we see of Cheney, the more he's in charge. But who knows?
I think they'd want the timing to make the incoming vp seem "heroic" somehow, although they could manufacture that any time. I really thought it'd happen right after the 2004 elections.
You make a good point: At this point, such a VP would need to appear separate from Chimpy...
Time will tell!
