Congress was afraid NOT to fund the troops for fear of the republicans mantra of not supporting the troops. Remember the republicans talking points?

It is impressive how Pelosi turned it back on them: if the republicans did not vote FOR the funding/with conditions, they were not supporting the troops. If Bush vetos the bill, he is not funding and not supporting the troops.

Rather clever, I think.
