As we all know, Bush is working himself into a lather over the "Time To End This" bill that he has stated over and over that he'll veto because, horror of horrors, it calls for the withdrawal of our forces from Iraq and quasi-soon. But what if he doesn't directly issue a veto? What if he instead lets it sit on his desk for 10 days and does nothing with it? Though it passed both chambers without a veto-proof majority in either, would it be vetoed by default (again, didn't pass with a veto-proof majority) or would it become binding law (this scenario has him doing nothing and that includes signing statements)? Could that be (mis)construed as "compromising with Congress" on Lord Pissypants' part?

2. Not possible. No recesses in the next 10 days.

3. If not vetoed in 10 days it becomes a law.
The only exception is if Congress is in recess during that time.

See Article I Section 7 of the Constitution.

4. It would become law if he doesn't sign or veto it...
http://usgovinfo.about.com/od/thepresidentandcabinet/a/presveto.htm

"Bill becomes law without president's signature
"When Congress is not adjourned, and the president fails to either sign or veto a bill sent to him by the end of the 10-day period, it becomes law without his signature."

5. IMO no bill no money. Congress has the hammer, just stall. They can say we tried, Bush said "NO".
