Shouldn't Bush be ashamed of himself for playing politics with our troops?
He claims they need the funding, but instead of signing the bill which would provide that funding, he chooses to play cheap political games and veto the bill.

He would have quit long ago. After firing everyone on his staff.

2. Bush desperately wants to "win." His ego is very tied up into this war.
I think he is capable of feeling guilt but it would take a psychologist a day and a half to summarize all the defense mechanisms used by Bush in order to continue operating the way he does. Above all, it's about him. He wants to win. Bottom line. Signing the bill would be a loss. He's irrational to the point of being out of control.

"He said the need to act is urgent because without a war-funding bill, the armed forces will have to consider cutting back on buying or repairing equipment."

So he would keep the troops in harms way but without equipment? That is the epitome of... I don't even know... incompetence comes to mind, cowardice, cynicism, stupidity, ignorance also may fit.
