.. most politicians do not represent their constituents.

They represent their money and other interests.. which
have nothing to do with the people.

The only one known to me is Rep. Bean's district in the Chicago suburbs, and it was a solid Republican district till she squeaked out her first win recently. Her hold on office remains a very slender one. Since the Majority leadership did not commit to backing this vote, only to permitting it, members were free to do what they felt best to preserve themselves in their distrcts, rather than rally in solidarity whatever the consequence to them personally.

5. I mean was there polling in these districts? Is it based on whether they voted for Kerry?
I don't understand the part about it being clear the districts were for this bill.

At this point, there is no reason to believe he did not simply throw darts at a list of names, or is not simply listing people he already does not like for some prior reason or other....
