Just wondering if a hacker is playing around.

3. It is and no it's not a hacker. They have had server problems and I suspect that
they are having trouble with the size of their database and the number of queries being run against it.

No conspiracy, just hardware issues and inadequate software.

5. Don't worry, it will still get plenty of use. I'm sure NSA or some other
governmental TLA is monitoring this site and we all have nice thick files.

There are plenty of conspiracies around and foil is so very versatile.
