I actually have no idea.
Sure, its easy to say that Pelosi did. After all, the bill is a House bill and the House is her domain.
But was it maybe Reid? He could get support in the Senate so he put pressure on the others to offer up this no-strings-attached bill.
It is also easy to just say 'they all did it' .... and you'd likely be right.
Dave Obey and Steny Hoyer and Rahm Emanuel were all front and center at the photo op last night. Supporters/perpetrators or just a sign of party unity?
But then we hear that Pelosi may not vote for it.
Now we hear that 'the bill's not even written yet'.
Weigh in ..... who do you think caved? As I said above, I have no idea.

A lot to do with it. Nullification of Lieberman is everybody's Job 1. Reduce him to his rightful place: an obscure historical footnote.

(Now we hear that 'the bill's not even written yet'.)But if it's suppose to be on Bush's desk by Friday it's probably being written as I type this.
As far as the "Three Amigos" are concerned, it could be that whole thing about showing party unity.

parties and change control of the Senate if they proceeded with timelines ? Is the problem with the Senate, the House, or both ?
I am thinking that the anger directed at Pelosi is misdirected. How do we find out what happened?

This bill, or a similar one, is up for discussion again in September. These authorizations are apparently either short-term or stopgap.
The Democrats have a whole legislative agenda, and it's obvious that they intend to pile the pressure up on Bush through as many avenues as possible. The screams of "TRAITORS! WHORES!" we've had around here won't end the war any sooner. The Dems have gone from zero power over the war to half-a-loaf in just a few months.
It sucks that we can't just snap our fingers and stop the war now, but that's not how it works anyway. Meanwhile, WE have a couple months to work on Congress and the Media. Plus, the rest of the agenda can be built into the equivalent of Sisyphus' rock -- which for the Boy-King is the equivalent to a six hour workday.
Constant, steady pressure will work -- not just to end the war, but to end the Bush Administration Reign of Error.
