The Paris Peace Accords were signed in January 1973 and called for the withdrawal of US troops in 60 days. Puruant to the accords, the last US troops were withdrawn from Vietnam in March 1973. The bill referred to by Holtzman was passed and vetoed in June 1973. While its true that bombing in Cambodia continued until Aug 1973, it was not the cut off of funding that got US troops out of Vietnam
