was having a fit. They were suppose to have 24 hours to look over the bill before they voted. They didn't get it until the wee hours of the morning. Obey (D) said they were working on it till midnite because the Dems in the House could not come to a compromise with the Senate or the Whitehouse.
Right now they are working on Ethics reform.

The House voted 218-201 to advance the measure, paving the way for a final vote later that day. Democrats, who said they were disappointed with the White House deal, agreed not to block debate so long as the House would vote later this year on a separate proposal to bring troops come home before July 2008.
