to come back so they know how to vote or are they really unfamiliar with the bill and so aren't saying how they'll vote until the "study" it further?

1. I am hoping.......
even if its misplaced, that they are waiting for their constituents input.

2. What if they were waiting for polling data?
Would that be a bad thing?

Or do we prefer Bush and his "I'm the decider so I don't care what people think."

3. Nope
They're just trying to save the agony their staffs will suffer answering the phone if they announce before they have to.

5. Politically it is a no-winner
I can see the ads now. "Obama votes against raising the minimum wage" "Obama votes to deny troop funding". I did just call Obama's office and although they are not saying how he will vote my impression was that he will likely vote "no" on the bill.

7. Much like the House, they are probably busy trying to figure out some way
To cover their true vote in order to not adversely effect their election chances in the fall of '08.

It will be interesting to see though who supports this. There is a presidential nomination on the line.
