Biden and the V-bottom Humvees |

Joe Biden was the only candidate at the debate who voted for the no-strings-attached war funding bill. His impassioned defense of that vote was based on the premise that any delay in funds would cost lives of US troops in Iraq. His prime example was the new Humvees with V-shaped bottoms that are much better at sustaining hits from roadside IED's.
My question is this:
Would a delay in passing funding legislation really delay the delivery of this new vehicle?
I don't profess to know a lot about the procurement of new weapons systems, but I doubt a delay in passing the funding legislation would delay the delivery of the new vehicle. I detected what smelled like some BS in Biden's rationale.
Other than that, I think Biden aquitted himself very well in the debate.

The funding was also in the bill the Bsh vetoed.
So yes, if that bill didn't get passed, it would have been delayed - again.
