1. The national Democrats should've made unseating him last time a top priority

Since the runoff was after the November election, I would have had Bill Clinton and every other high profile Democrat down in New Orleans campaigning for his opponent Karen Carter. Jefferson is slime, not only because his corruption, but he won that election by running attack ads against Carter because she supports gay marriage.

Jefferson would've been a great example for the Democrats to show that they take care of their own corruption problems.

4. We're facing the same issue here in Alaska
where one of the Republican state legislators recently indicted for taking bribes from VECO is refusing to resign (the others are no longer in the legislature) despite being urged by the governor and even his fellow Republican legislators to do so. In my opinion, once that cloud is there, the person should step aside and let someone else take his place until he can clear his name. "Innocent until proven guilty" applies in a court of law, but when setting policy and making laws, one needs to be held to a higher standard.
