10. Why does the Dem governor have to select from the list at all?
Forgive my ignorance but as I recall during the 2000 election fiasco, there was some threats coming from Florida about the slate of electors who would go to DC and vote for Bush even though the recounts were increasingly showing Gore to be the victor. If I recall correctly, they even said that if Gore was finally shown to be the winner of Florida, they would vote for Bush anyway.

So why does the WY Dem governor have to honor this list of three? Is it a difference in states or is it purely for political reasons?

14. I think the reports may be a bit, unintentionally, misleading
The names of Lynne Cheney and Craig Thomas' widow have been mentioned in speculation about who might be Thomas' successor. But Wyoming Repubs have 15 days from Thomas' death (which occurred three days ago) to convene and submit to the governor a list of three names from which the governor picked. To the extent that the report cited by the OP might be interpreted as suggesting that Cheney and Thomas' widow are two names on the list to be submitted to the governor, that would be inaccurate. The list hasn't been decided yet. Speculation about Cheney and Thomas' widow is just that - speculation.
