I believe denying an American citizen access to a vote is illegal |

American soldiers in Cuba were allowed to send their vote in absentee but was Joseph Padilla, a US citizen held there against his will and not charged with any crime. Was he allowed his right to cast a ballot? If not why not and who ultimately is responsible for negating his right to vote for his Representative?
