Do you think they are willfully trying to injur the Constitution mortally? I do.
They are counting on the Democrats not follwoing through AGAIN. If they do follow through, he'll just commute the sentence and then pardon her along with Libby at the end of his term.
But, I do think this is a game of Chicken.

They have the authority to call on all law enforcement agencies to enforce such a ruling & bring the offender to Congress to answer the charges. And if the person refuses to testify, they can go to jail until they do.

would be incredibly embarrassing and would lose even more political base. That can't be an option.
Given the two choices, will they choose the tool most geared to this situation in order to compel testimony....or...will they choose the option that might look tough but is easily blocked, would take months and months to resolve, and at best will not result in testimony at all?

They'll go with contempt and then something will be negotiated. They most certainly won't jump straight to inherent, they'd be foolish to do so.
