So if Cheney is acting President, can he also preside over the Senate at the
same time? If not, who takes over that one?

And just like they are famous for screwing us over with recess appointments and such, is there anything that could be done during this time?

4. He wasn't a part of the Executive when he was VP
Now that he's (temporarily) the P, he is the Executive.

He said his office was not an "agency" of the executive branch for the purposes of a particular executive order.
