So, Gozales himself says that the Congressional leadership told "them"( the we in "we'd") to go ahead with the surveillance program even though they had been advised it WAS ILLEGAL by Comey.

The Congressional leadership said "Go ahead ANYWAY"

ANYWAY?!! ANYWAY?!!! Even though they all have been advised it's ILLEGAL!!!!!!!

I imagine it would be very hard to be in that position. I remember one of them (I think it was Rockefeller) wrote something at the time to commemorate his mistrust but he was hampered by the whole "National Security" blanket.
