There is a huge difference between intelligence and ruthlessness. Intelligence is in it for the long haul. Ruthlessness settles for the short term gain, the cheat to win that ultimately exposes it as a fraud.

Rove is simply a psychopath who is willing to betray everything and everyone to appear to win.
