Can the troops now desert from Iraq without fear of punishment?

bush says Iraq is like Vietnam. He deserted his military unit during the Vietnam War Era to avoid a drug test. He was not punished. That desertion and drug taking stuff, were they early forms of conservative values or are they still prevalent today?
