Right now, the U.S. Senate has the rare opportunity to protect the ocean by ratifying the United Nations Law of the Sea Convention, which promotes and fosters sustainable use of ocean resources and serves as a strong international constitution for the ocean. However, before the Senate can ratify the Convention, the Foreign Relations Committee must first review it. Sen. Joseph Biden (D-DE) is chairman of that committee.
