It wasn't negligence at all. It was a cover-your-ass legal view that regarded the country's coffers as much more important than black and poor folks. I believe that Bush is a sadist, with a view that the riches of the country don't belong to the people.

money for poor children's health care while he asks for $50 billion more for Iraq. The man is a disgrace to man and to America. We are a pretty pathetic bunch to have let this man get into the White House twice.

Ideology. If you believe no one is owed anything and the government really does not have a role and responsibity especaily the Federal Government, then you will not be prepared for or be able to function effectively in these situations.
