2. Neither.
It wasn't negligence at all. It was a cover-your-ass legal view that regarded the country's coffers as much more important than black and poor folks. I believe that Bush is a sadist, with a view that the riches of the country don't belong to the people.

4. Bush does not care for anything or anybody. He is going to veto
money for poor children's health care while he asks for $50 billion more for Iraq. The man is a disgrace to man and to America. We are a pretty pathetic bunch to have let this man get into the White House twice.

5. At the root of this , all three of these have conservative
Ideology. If you believe no one is owed anything and the
government really does not have a role and responsibity
especaily the Federal Government, then you will not be
prepared for or be able to function effectively in these
situations.
