6. It was SA 2013, but the tally's not up at Thomas yet.
Senate Amendment 2013.

iirc, Voinovich voted against it. Warner, I am sure, did as well:

Warner, after hinting his support, pulled a 180 and ended up supporting a smoke screen resolution from McCain, that was non binding. Both made gratuitous speeches about supporting the intent of Sen. Webb, then offered the resolution, which was a non-binding 'sense of the Senate' cover for their blockage of Sen. Webb's amendment. It was pretty shameless.
