He was chuckling sort of and said half under his breath to the press before they asked questions:

"You all look a little worried about whether I can actually answer any questions. He he."

To me, it meant that he recognized the fact that he was an incompetent and ALSO the fact that the press knew too. As if EVERYONE was actually already in on the joke. Everyone except the people watching.
