In accepting Johanns' resignation, the president said he couldn't have asked for a better secretary of agriculture.
President Bush, right, speaks Thursday as outgoing Secretary of Agriculture Mike Johanns looks on in the White House Rose Garden.
Then he offered a near-endorsement of Johanns' expected bid for the Senate seat being vacated by Republican Chuck Hagel.
"If it's Mike's decision and Nebraska's choice, he would make an outstanding member of the United States Senate. There is no doubt in my mind," Bush said.
Johanns said he looks forward to returning to "one particular rural state (that) has remained especially near and dear to my heart..."
His formal entry into the race for the GOP Senate nomination could come within a week to 10 days.
