A man who put up large signs overlooking Interstate 5 calling Encinitas Councilwoman Maggie Houlihan a vulgarity has apologized and will pay her $12,000 to settle her libel lawsuit. http://www.signonsandiego.com/news/northcounty/20070922-9999-1mc22maggie.html

Houlihan said at a news conference yesterday at Encinitas City Hall that any politician expects criticism, but Bowman's attacks were different.

“We know (we're) on the firing line for a lot of issues . . . but no one has to take abuse. Mr. Bowman crossed the line,” she said, surrounded by about a dozen supporters including Councilwoman Theresa Barth.

Bowman had had a series of run-ins with the city when he erected the signs on his property, across the street from Houlihan's home. He was cited for illegally grading his land and had sought to change his property's zoning so it could accommodate more houses. The City Council rejected that request, with Houlihan excusing herself from the discussion.
