Why is Hillary only responsible for the BAD things that came out of Bills administration?

I don't get the "conventional logic" here on DU. Anytime anyone mentions that Hillary has experience in the white house, people scream "BILL WAS PRESIDENT, NOT HER!", yet it would appear that she is 100% responsible for NAFTA, because she was.. erm.. in the white house when it happened. Can somebody explain the logic behind this please? Do we get to have the good with the bad, or only the bad?
