I think it's some kind of media in-joke, like that one where they keep referring to Cheney as the "vice" president.

As to your other point. They may have twice the number of boobs as Sen Clinton. But judging from the picture, even combined they probably don't have much more than 160% of her cleavage. Not that it's a voting issue, but Hillary is swingin' quite the pair.
