Look at Hillary's body language. She's right on the guy, right in his space. Very assertive and her expression is confident. Bush is a little harder to guage since he has no soul. But I think he looks a little uncomfortable...

I don't think this photo is massively meaningful, but it certainly doesn't show her asserting anything whatsoever. She seems, at best, couteously delighted in w's presence. It's just a moment and photos can lie, and maybe she was assertive before and after the photo, but she ain't at the moment of the snapping.
