Clinton's election was in great part due to a third party candidate drawing more votes from likely Bush voters than Clinton voters.

Fair enough, but credit for that goes to 1) Ross Perot for making the general public aware of it and the federal debt and 2) the 1994 elections, which gave us gridlock, and also 3) the stock market bubble, which increased tax receipts far beyond original projections, though this fell off by 2000 before clinton left office for obvious reasons.
Perot single-handedly educated the public on the federal budget deficit issue in 1992.
