Either poor people eligible for low cost insurance aren't aware of that fact, which might mean that they'd sign up for low cost insurance if they knew about it.
OR
Maybe what looks like "low cost" health insurance to an upper middle class policy wonk doesn't look low cost to someone living from paycheck to pay check.
Hardly an argument for mandates in either case.
