happens at a district level. No doubt if the state level has Obama just over 40 there will be many districts where he is under 40, in fact I would guess most districts under 40, with a few clusters of districts well over 40 to bring his average up. Regardless, that there will be a handful of districts where they do split will definitely dampen any victory Clinton gets.
