Ambinder, talking recount law in Missouri

In Missouri, in a primary, the LOSER can request (and the state will grant) a recount when the margin is less than one percent.

1. Does that also apply to a presidential preference primary or just regular primaries?
AND how much of a difference would it make if the loser ends up with 1 more vote than the previous count? It is not like the Republican Primary where winner takes all although I'm not sure it also applies to Missouri. But from all accounts that is the way it is for Republican Primaries.
