2. All he said was that someone could ask for one
And then he said that this information wasn't provided by either campaign. There won't be a recount.

3. No he didn't
He just pointed out that according to MO statute, the "loser" has a right to a recount if the win was less than 1%. He also said that was coming from neither of the campaigns.

This isn't winner take all, so it would be dumb to call for a recount.

6. Who really cares who "wins" Missouri?
Delegates will be split either way. Hillary shouldn't try to look like a sore loser.

8. Doesn't matter for delegates. Might be mandated by law, though.
IIRC this was raised as a possibility in 2006 in the Senate race.
