2. if she loses today
it's horrible message management- a string of losses and a staff shake-up... it sounds like a campaign in free fall
On the other hand if she pulls out a win today and changes were going to be made (and it's obvious it needed to be done) then today is the time to announce the news.

To me it says the Clinton's internals say they have a win today or the campaign really is falling apart.
