The "All Hat..." version is a lot more common on the web, including a well-known progressive website, www.allhatnocattle.net so you can conclude either that she's not plugged into Texas, or she IS very plugged in to the web.
And I'm not a Hill backer, BTW. I just don't hate her, and I hope we don't gratuitously tear all our potential candidates into little pieces before November.

That is exactly the phrase Ann Richards used to described Bush when she was running against him for governor.
I think the reason some people here are objecting to Hillary saying something similar is because she's not a Texan. It's easy to accidentally make people feel as if you're speaking down to them rather than with them. It would probably be better if she (or her speech writers as the case would be) didn't attempt to use the lingo and just stuck to the issues.
