my understanding of those events was that MCCain made several propaganda tapes for the NVA which were used to demonstrate the inhumanity of the US Govt. No details about "where our planes were flying" ( basically all you had to do in NV was look up to get that answer, or follow the smoke)t rather he answered affirmatively to a questioner who asked " US targets hospitals, orphanages and other civilian targets, does it not?"
