that permissable under the agreement, and those were publicized a lot. If one of her surrogates had campaigned for her, I think it's safe to say the media would have picked it up. Even if you think the media wouldn't have, you can bet your life the Obama campaign would have!
Apparently the agreement said mo Dem can CAMPAIGN in Fl. or Mi. but they can do fund raisers.

last fall, Hillary was the outstanding front runner. As many here posted, that was based largely on name recognition. Since no one campaigned in Florida or Michigan, those two primaries were effectively a measure of name recognition.
