What's the rationale for splitting delegates in such a convoluted way?

What's the rationale for splitting delegates in such a convoluted way?
First, I fully realize and accept that the existing rules should be followed for the current election cycle - it's seems to be working out OK for Obama, which is good news for me (after Biden dropped out).

But anyway... why do the various state Democratic parties split up delegates in such a convoluted way?

Why not do it this way...

Each candidate gets the percentage of delegates that the state has available based on his/her percentage of the overall state vote totals? So if Candidate A gets 55% of the vote overall, he/she would get 55% of the delegates. Obviously there would be some rounding involved due if we stick with whole delegates and not fractions (as the overseas delegates do now).

(Give a small bonus to the overall winner of votes).
