the FULL committee. As has been admitted by many legislators,
SUBcommittees often see no point in meeting (and some don't
meet for several years at a time) if the full committee is
addressing those concerns.

Why waste time if there's no need? Just holding a meeting
doesn't guarantee anything will get done (even if anything
NEEDS to be done). This issue is all window-dressing ...
