Why does PR get to vote in the Primary but not the GE? |

I just heard this and can't see the logic to it.

Is that true? I believe Guam votes in the GE, and they are a territory.

has a fairly dense population. Delegates are determined by population.

also counts. Just seems that it is absurd in PR since they don't even have an electoral vote and also have their own parties.

the parties how they decide their nominee, and who is included. makes sense since the people of PR are american citizens that they should get to vote in the primaries.
However, in order to vote in the GE you have to be a state (with the exception of DC) not a territory, commonwealth, etc.
It probably would require a constitutional amendment to allow PR, Guam, etc to vote in the GE.
