Does Rep. Foster become a superdelegate?
Since he takes office immediately, does he get to become a superdelegate?

5. Despite what others are saying, no he does not as far as I know
The SDs were selected long ago, so unless he was one to begin with...

Is Nikki Tsongas a SD? I don't think she is either.

15. I found this
Washington, D.C.: Rep. Tsongas will wait to make endorsement

WASHINGTON — U.S. Rep. Niki Tsongas, a Lowell Democrat, said she will wait until after the June contests to endorse a presidential candidate.

As a superdelegate, Tsongas will have a vote at the Democratic nominating convention in August.

Still neutral in the marathon to find a Democratic nominee, Tsongas welcomed Hillary Clinton and Barack Obama's extended combat, saying it ensures that each state's nominating contest gains importance. That energizes voters and sharpens the debate between the candidates, putting an emphasis on critical issues such as health care, the economy and the Iraq War, she said.

It moved from 2024 to 2024.5
