Better than winner-take-all, in my opinion. I know that there are a couple of states already doing this, but trying to do it with the biggest state was a blatant attempt by Guiliani to increase his chances (all based on the assumption he could somehow get the Republican nomination).

i don't have time to find the link, but there was a long article in the San Francisco Chronicle out here when it flopped. Strong organization and activist effort on the part of the state's democratic party. i was so proud, gush ...
