The article you quoted is just a rehash of the Sunday talk shows, which I watched. Dean made it clear that Florida first has to agree on a plan and pay for it, before submitting it to the DNC for approval. And Dean indicated that both campaigns would have to feel the plan was fair to proceed with it. But it sounds like there's internal opposition in Florida to the plan even being approved at the state level. I'm sure the local election officials don't want to deal with the hassle.

That article above suggests that Obama will have good cause to object to the mail-in plan just like Hillary objected to the idea of a caucus.

5. Ithink it's disgraceful that the Democratic party
did not work this all out a long time ago. The state Dem leaders were wrong and the national Dem leaders are wrong and it's a mess that will bite the Democrats in the butt in the G.E.

7. Its easier to rig! Florida "lost" tens of thousands of mail ballots in 2004
so no wonder this idea is the most popular.

Plus, poor people, most likely to move or not get their mail delivered properly -
will be the most likely to be disenfranchised.

8. Sounds easy, but
I would guess the implementation is much more difficult. How will signatures on the ballots be verified? You'll have to go to voter registrations and compare sigs for a million and a half people, possibly more. I heard on NPR that OR took eight years to develop their VBM system before using it... and Florida's going to do it in 12 weeks (assuming the money is even found).
Under current DNC rules, FL has to present their plan to the DNC Rules Committee, both Candidates for agreement, and plan and hold the election in time to submit the delegates to the Credentials Committe by June 10 deadline. I just don't see it happening.
