The Stealth Persuader: Many people think Congress is the host of the gala annual National Prayer Breakfast, which takes place this week. It is not. The breakfast is organized by 33 members of Congress who belong to a well-connected but secretive Christian group called the Fellowship Foundation, which is run by Douglas Coe. Coe, 76, has been called the "stealth Billy Graham." He specializes in the spiritual struggles of the powerful.

Several members of Congress live in rooms rented in a town house owned by a foundation affiliated with the group. Coe and his associates sometimes travel (on their own dime) with congressional members abroad and—according to investigations by the Los Angeles Times and Harper's—have played backstage roles in such diplomatic coups as the 1976 Camp David accords. Yet Coe also befriends dictators. "He would still hold out hope that these people could be redeemed and try to work through them to help the people over whom they have authority," says Richard Carver, president of the Fellowship's board of directors. Some skeptical Evangelicals criticize Coe's indiscriminate alliances and his downplaying of Jesus' divinity in favor of his earthly teachings—which allows Coe to pray with Muslim and Buddhist leaders. But few turn down an opportunity to confer with him.

Through all of her years in Washington, Clinton has been an active participant in conservative Bible study and prayer circles that are part of a secretive Capitol Hill group known as the Fellowship. Her collaborations with right-wingers such as Senator Sam Brownback (R-Kan.) and former Senator Rick Santorum (R-Pa.) grow in part from that connection. "A lot of evangelicals would see that as just cynical exploitation," says the Reverend Rob Schenck, a former leader of the militant anti-abortion group Operation Rescue who now ministers to decision makers in Washington. "I don't....there is a real good that is infected in people when they are around Jesus talk, and open Bibles, and prayer."

When Clinton first came to Washington in 1993, one of her first steps was to join a Bible study group. For the next eight years, she regularly met with a Christian "cell" whose members included Susan Baker, wife of Bush consigliere James Baker; Joanne Kemp, wife of conservative icon Jack Kemp; Eileen Bakke, wife of Dennis Bakke, a leader in the anti-union Christian management movement; and Grace Nelson, the wife of Senator Bill Nelson, a conservative Florida Democrat.

Clinton's prayer group was part of the Fellowship (or "the Family"), a network of sex-segregated cells of political, business, and military leaders dedicated to "spiritual war" on behalf of Christ, many of them recruited at the Fellowship's only public event, the annual National Prayer Breakfast. (Aside from the breakfast, the group has "made a fetish of being invisible," former Republican Senator William Armstrong has said.) The Fellowship believes that the elite win power by the will of God, who uses them for his purposes. Its mission is to help the powerful understand their role in God's plan.

Coe's friends include former Attorney General John Ashcroft, Reaganite Edwin Meese III, and ultraconservative Rep. Joe Pitts (R-Pa.). Under Coe's guidance, Meese has hosted weekly prayer breakfasts for politicians, businesspeople, and diplomats, and Pitts rose from obscurity to head the House Values Action Team, an off-the-record network of religious right groups and members of Congress created by Tom DeLay. The corresponding Senate Values Action Team is guided by another Coe protégé, Brownback, who also claims to have recruited King Abdullah of Jordan into a regular study of Jesus' teachings.

The Fellowship's long-term goal is "a leadership led by God—leaders of all levels of society who direct projects as they are led by the spirit." According to the Fellowship's archives, the spirit has in the past led its members in Congress to increase U.S. support for the Duvalier regime in Haiti and the Park dictatorship in South Korea. The Fellowship's God-led men have also included General Suharto of Indonesia; Honduran general and death squad organizer Gustavo Alvarez Martinez; a Deutsche Bank official disgraced by financial ties to Hitler; and dictator Siad Barre of Somalia, plus a list of other generals and dictators. Clinton, says Schenck, has become a regular visitor to Coe's Arlington, Virginia, headquarters, a former convent where Coe provides members of Congress with sex-segregated housing and spiritual guidance.

These days, Clinton has graduated from the political wives' group into what may be Coe's most elite cell, the weekly Senate Prayer Breakfast. Though weighted Republican, the breakfast—regularly attended by about 40 members—is a bipartisan opportunity for politicians to burnish their reputations, giving Clinton the chance to profess her faith with men such as Brownback as well as the twin terrors of Oklahoma, James Inhofe and Tom Coburn, and, until recently, former Senator George Allen (R-Va.). Democrats in the group include Arkansas Senator Mark Pryor, who told us that the separation of church and state has gone too far; Joe Lieberman (I-Conn.) is also a regular.

Unlikely partnerships have become a Clinton trademark. Some are symbolic, such as her support for a ban on flag burning with Senator Bob Bennett (R-Utah) and funding for research on the dangers of video games with Brownback and Santorum. But Clinton has also joined the gop on legislation that redefines social justice issues in terms of conservative morality, such as an anti-human-trafficking law that withheld funding from groups working on the sex trade if they didn't condemn prostitution in the proper terms. With Santorum, Clinton co-sponsored the Workplace Religious Freedom Act; she didn't back off even after Republican senators such as Pennsylvania's Arlen Specter pulled their names from the bill citing concerns that the measure would protect those refusing to perform key aspects of their jobs—say, pharmacists who won't fill birth control prescriptions, or police officers who won't guard abortion clinics.

Clinton has championed federal funding of faith-based social services, which she embraced years before George W. Bush did; Marci Hamilton, author of God vs. the Gavel, says that the Clintons' approach to faith-based initiatives "set the stage for Bush." Clinton has also long supported the Defense of Marriage Act, a measure that has become a purity test for any candidate wishing to avoid war with the Christian right.

Liberal rabbi Michael Lerner, whose "politics of meaning" Clinton made famous in a speech early in her White House tenure, sees the senator's ambivalence as both more and less than calculated opportunism. He believes she has genuine sympathy for liberal causes—rights for women, gays, immigrants—but often will not follow through. "There is something in her that pushes her toward caring about others, as long as there's no price to pay. But in politics, there is a price to pay."

When you look at the big picture it's very scary. Hillary's didn't vote for the Iraq war or to classify the Iranian military as a terrorist organization in a vaccuum.



Richard Holbrooke likes Hillary Clinton. In fact he may well be asked to serve as Secretary of State if she is to win the presidential campaign next year. Holbrooke, a Democratic adaptation of Henry Kissinger, loves her approach to foreign policy.

“She is probably more assertive and willing to use force than her husband,” says Holbrooke, a former adviser to Bill Clinton. “Hillary Clinton is a classic national-security Democrat. She is better at framing national-security issues for the current era than her husband was at a common point in his career.”

Holbrooke is an example of just how scary a Clinton administration would be.

Then there is Hillary Clinton on the issues. Cato Institute President Ed Crane recently wrote a piece for the Financial Times pointing out that when you strip away the partisan coating, Mrs. Clinton’s grandiose, big-government vision is really no different than that envisioned by the neoconservatives so loathed by the left. Clinton, remember, not only voted for the Iraq war, she still hasn’t conceded she was wrong to do so, and has made no promise to end it any time soon.

In fact, the L.A. Times reported last week that Clinton has refused to commit even to pulling U.S. troops from Iraq by 2013, which, if elected, would be the end of her first term. TV journalist Ted Koppel recently told NPR that Clinton has admitted the U.S. would still have troops in Iraq at the end of her second term.

The 1990s, remember, weren’t exactly a decade of peace. Bill Clinton ordered more U.S. military interventions than any other post-WWII administration, and there’s no reason to think any of them were over Hillary’s protestations. She supported the U.S. military campaigns in Haiti, Kosovo, and Bosnia. She once boasted that as the tension in Kosovo mounted, she called her husband from her trip to Africa and, “I urged him to bomb.”

Hillary Clinton voted for both the Patriot Act and its reauthorization. She voted for building a wall on the U.S.-Mexican border. She voted to loosen restrictions limiting the federal government’s ability to wiretap cell phones. In the past, she has supported a robust role for the federal government in enforcing “decency” standards in television and music. She teamed up with former Sen. Rick Santorum on a bill calling for the federal government to restrict the sale of violent video games.


And on many of the most controversial and far-reaching pieces of legislation that have been passed these last seven years, Senator Clinton has voted the de-facto neoconservative position.

What about secrecy and executive power? It's difficult to see Hillary Clinton voluntarily handing back all of those extra-constitutional executive powers claimed by President Bush. Her husband's administration, for example, copiously invoked dubious "executive privilege" claims to keep from complying with congressional subpoenas and open records requests—claims the left now (correctly, in my view) regularly criticizes the Bush administration for invoking.

Hillary Clinton herself went to court to keep meetings of her Health Care Task Force secret from the public, something conservatives were quick to point out when leftists criticize Vice President Cheney's similar efforts to keep meetings of his Energy Task Force secret.

"I'm a strong believer in executive authority," Clinton said in a 2003 speech, recently quoted in The New Republic. "I wish that, when my husband was president, people in Congress had been more willing to recognize presidential authority."

Activists on the left need to recognize that Hillary Clinton winning the Democratic primary is the GOP's last best hope to elect a Republican to continue pursuing President Bush's pursuit of these unfortunate policies. And judging by her political career and recent voting record, they should also realize that even if they succeed in electing Hillary Clinton to the White House, it's likely that the only real resulting change in Washington will be that come 2009, we'll merely have a Democrat pursuing the same misguided policies.

60. Hey there, do you happen to know where I can find a guide to Hillary's votes?
I'm looking for something that will show what the vote was about and how she voted. I had no idea that she voted yes to building a wall on the US Mexican Border. I happened to be in Texas just before their primary and pretty much every time Hillary or someone from her Campaign spoke they said the Latinos vote would go for her. I'm sure it was said so many times the latinos figured they'd better, I wonder if they heard of this vote?

11. So what? Almost everyone who believes in God believes in the will of God.
If you're one of the elite, and you're a believer, then you believe God created the circumstances to make you elite so He can use you as He wills. If you're one of the poor, and you're a believer, then you believe God created the circumstances to make you poor so He can use you as He wills.

That's one of my problems with accepting religion, that some entity in the sky created me, created my circumstances, in order to use me for his amusement/purposes. You can't win any argument for your own merit or the innate goodness or maliciousness of individuals, when it all boils down to "God's will."

Clinton declined our requests for an interview about her faith, but in Living History, she describes her first encounter with Fellowship leader Doug Coe at a 1993 lunch with her prayer cell at the Cedars, the Fellowship's majestic estate on the Potomac. Coe, she writes, "is a unique presence in Washington: a genuinely loving spiritual mentor and guide to anyone, regardless of party or faith, who wants to deepen his or her relationship with God."

The Fellowship's ideas are essentially a blend of Calvinism and Norman Vincent Peale, the 1960s preacher of positive thinking. It's a cheery faith in the "elect" chosen by a single voter--God--and a devotion to Romans 13:1: "Let every soul be subject unto the higher powers.... The powers that be are ordained of God." Or, as Coe has put it, "we work with power where we can, build new power where we can't."

When Time put together a list of the nation's 25 most powerful evangelicals in 2005, the heading for Coe's entry was "The Stealth Persuader." "You know what I think of when I think of Doug Coe?" the Reverend Schenck (a Coe admirer) asked us. "I think literally of the guy in the smoky back room that you can't even see his face. He sits in the comer, and you see the cigar, and you see the flame, and you hear his voice--but you never see his face. He's that shadowy figure."

Ivanwald, which sits at the end of Twenty-fourth Street North in Arlington, Virginia, is known only to its residents and to the members and friends of the organization that sponsors it, a group of believers who refer to themselves as “the Family.” The Family is, in its own words, an “invisible” association, though its membership has always consisted mostly of public men. Bush praised Doug Coe for what he described as “quiet diplomacy, I wouldn't say secret diplomacy,” as an “ambassador of faith.” Coe has visited nearly every world capital, often with congressmen at his side, “making friends” and inviting them back to the Family's unofficial headquarters, a mansion (just down the road from Ivanwald) that the Family bought in 1978 with $1.5 million donated by, among others, Tom Phillips, then the C.E.O. of arms manufacturer Raytheon, and Ken Olsen, the founder and president of Digital Equipment Corporation. ... The mansion is named for these trees; it is called The Cedars, and Family members speak of it as a person. “The Cedars has a heart for the poor,” they like to say. By “poor” they mean not the thousands of literal poor living barely a mile away but rather the poor in spirit, for theirs is the kingdom: the senators, generals, and prime ministers who coast to the end of Twenty-fourth Street in Arlington in black limousines and town cars and hulking S.U.V.'s to meet one another, to meet Jesus, to pay homage to the god of The Cedars.

He wanted to know the best way “for the Christian to win the race with the Muslim.” The Muslim, he said, has too many babies, while Americans kill too many of theirs. Doug agreed this could be a problem. But he was more concerned that the focus on labels like “Christian” might get in the way of the congressman's prayers. Religion distracts people from Jesus, Doug said, and allows them to isolate Christ's will from their work in the world.

And that's who you guys are. When you leave here, you're not only going to know the value of Jesus, you're going to know the people who rule the world. It's about vision. 'Get your vision straight, then relate.' Talk to the people who rule the world, and help them obey. Obey Him. If I obey Him myself, I help others do the same. You know why? Because I become a warning. We become a warning. We warn everybody that the future king is coming. Wonder why they are called "The Family"?



Todd Tiahrt, (R-Kansas)wanted to know the best way “for the Christian to win the race with the Muslim.” The Muslim, he said, has too many babies, while Americans kill too many of theirs.

Doug agreed this could be a problem. But he was more concerned that the focus on labels like “Christian” might get in the way of the congressman's prayers. “People separate it out,” he warned Tiahrt. Religion distracts people from Jesus, Doug said, and allows them to isolate Christ's will from their work in the world. “'Oh, okay, I got religion, that's private.' As if Jesus doesn't know anything about building highways, or Social Security. We gotta take Jesus out of the religious wrapping.”

“All right, how do we do that?” Tiahrt asked.

“A covenant,” Doug answered. The congressman half-smiled, as if caught between confessing his ignorance and pretending he knew what Doug was talking about. “Like the Mafia,” Doug clarified. “Look at the strength of their bonds.” He made a fist and held it before Tiahrt's face. Tiahrt nodded, squinting. “See, for them it's honor,” Doug said. “For us, it's Jesus.”

Coe listed other men who had changed the world through the strength of the covenants they had forged with their “brothers”: “Look at Hitler,” he said. “Lenin, Ho Chi Minh, Bin Laden.” The Family, of course, possessed a weapon those leaders lacked: the “total Jesus” of a brotherhood in Christ.

“That's what you get with a covenant,” said Coe. “Jesus plus nothing.”

• The group, although bipartisan, is deeply conservative. While somewhat opposed to institutionalized Christianity, "they have a deep affection for the military" and see themselves as waging "spiritual war." In his instruction by the Family, he heard about "biblical capitalism" — laissez-faire capitalism. Among those involved, he writes, are many prominent corporate executives as well as John Ashcroft, the attorney general, and Charles Colson, the Nixon aide convicted in the Watergate scandal who became an evangelist.

• In the Family’s prayer groups, or cells, a central idea, Sharlet said, is to cede your life to the authority of the group. Yet membership makes you part of "a chosen, and if you’re in leadership, God has chosen you." He believed this kind of thinking "starts shifting you rightward."

The organization's official name is the Fellowship Foundation, but it's more commonly known as the Fellowship or the Family. Its membership is a closely guarded secret, and there are no official dues. Members are told to keep silent about the group and its activities.

Since the mid-1930s the Fellowship has used weekly prayer meetings, National Prayer Breakfasts and powerful connections to champion an extreme religious and political agenda. Its founder, Abraham Vereide, was a Methodist evangelical from Seattle who believed that Communists were wrecking America.

As the story goes, Vereide had a vision one night. A bright light appeared, and a voice spoke to him. To bring people in power back to God, he organized weekly prayer meetings for local businessmen and government leaders. By 1942 the gatherings had spread to Washington, D.C., starting with invitations to members of the U.S. House of Representatives. Soon about 100 congressmen were attending.

Katherine Yurica, an expert on fundamentalist religious groups, describes the Fellowship as postmillennial Christian Dominionist, a sect whose goal is to hasten the end of the world and Jesus's return. Many of the faithful believe this will come to fruition in the form of all-out nuclear war, which will lead to Armageddon-the final battle between Christ and the Antichrist.

Dominionists interpret the Bible literally. They fervently believe that Jesus cannot return to Earth until all Jews have returned to the Promised Land mentioned in the Old Testament. These Christian zealots insist that the end-of-the-world war will begin in Israel. This explains why the conservatives in power seek to control America's relations with the Middle East, particularly Israel.

A U.S. government higher-up claims, on the condition of anonymity, that the Fellowship (which operates as a nonprofit organization) is merely a tax dodge for Big Business interests. "They use religious members as dupes to further their nonreligious goals," says the official.

However, it's hard to ignore the multitude of powerful people in this country who are involved. Noting its close ties with the White House and the defense industry, some Beltway insiders have dubbed the Fellowship Foundation the "Christian Mafia."

The dignitaries are mostly foreign leaders: President Umaru Yar'Adua of Nigeria; President Pratibha Patil of India; President Óscar Arias of Costa Rica; Speaker of the Philippines House of Representatives, Jose de Venecia, Jr.; and former Japanese Prime Minister Yasuhiro Nakasone. The video included one prominent American politician, Senator Hillary Clinton who is quoted as expressing the following sentiments: "I applaud the Universal Peace Federation's global networks of individuals and organizations committed to peace building through dialogue, education, and service." Apparently, this quote was culled from the letter of support that Senator Clinton sent praising Moon's 2007 Universal Peace Federation Assembly (I reported on this last September).

Petreaus is on that "The Fellowship" video that came out about a year ago. I wish I could remember where I saw the clip. It was a documentary on religion (Christian Evangelical) in the upper levels of our Government and the military. It makes sense for HRC to praise Petreaus. They are both in "The Fellowship".
