Long ago, in a land far away, a man was running for the post of Lord High Potentate.
One day he and some of his campaign workers took a little break from the race and went to the beach. All of the aides were swimming and frolicking in the water and splashing around. There was a reporter present. The candidate took off his shoes and walked out on the surface of the water. For half an hour he walked around among his cavorting staff, stepping across the waves and never getting wet above his ankles. Finally he walked up on the beach and saw the reporter furiously scribbling in his notebook. Curious, the candidate looked over the reporter's shoulder to see what he was writing. The headline of the reporter's story was "Candidate Can't Swim!"
