I would not give a foreign policy speech that indicated I was running for the gig of POTUS.
I would give a foreign policy speech as if I already *were* POTUS.

Don't take the low road. Give the audience the substantive material that they were looking for earlier. Show them that you are a better choice as a leader...
If you need an opening joke, John, just mention the fact that you don't need to name a running mate yet - and you would be happy to answer any questions all by yourself.

Although I might give an interview just prior to the speech that slammed whistleass and his crooked chickenhawk crew....but the speech itself should be statesmanlike and inspiring as hell.
