They would have to be passed over in the line of succession. Keep in mind that the choice of (potential) VP is the first "presidential" decision that the voters watch a candidate make. To choose a VP who can't become President if the POTUS becomes incapacitated or passes away is just begging for the worst press cycle in the history of Presidential politics. It could even loose the election.

17. Needs to be a military or state department man/woman with tons of experience.
And I don't say that just to beat McCain we need that--I honestly think the next president will need someone with big big big international experience to try and untangle the Bush legacy.

If we intend to get out of Iraq we can't simply walk away--we must get buy in from other Muslim nations etc. and follow a plan our, even though the crime is Bush's we will all bear the guilt.

We absolutely positively must have a strong international person.

...but an Independent or a very moderate Republican (they do exist) would be ideal in my view. You want to send a message you're a uniter, you do it by walking the walk. Make that VP choice and the independents who are sick of the partisan crap of the last several terms flock to him in a mob and the election is over before the GE campaigning even begins. And Obama still gets to call the shots in the administration so it's still his agenda that we're dealing with which is just fine with me. And by starting out with that gesture he makes it hell on any Republicans in congress or the senate after he takes office to pull any crap trying to stonewall initiatives he wants to launch without massive public backlash because they're clinging to partisan politics after Obama reached out to them to try to get both sides working together for the good of the country.

Giving them representation in his Cabinet would have a similar effect once in office, but not to the same degree and without the impact on the GE a VP choice would have.

Edit: and I replied to a response instead of the OP. I hate it when I do that.

Pick someone qualified and smart who is right on the issues. Trying to game the electoral college through the Veep slot is a waste of time IMHO.

Generally, I think Richardson makes the most sense, although I'd like to see Feingold or Dodd.
