Hey look! That's Bill Clinton!

Wow! What's he signing?

Hmmm.... could it be the best gift to the GOP and homophobes everywhere...golly gee, he's feeling your pain and is seen here signing the Defense of Marriage Act! Funny that he was cheating on his wife at the time, but hey...he's Bill Clinton!

Let's review the Greatest Gift to Homophobes and the Religious Reich, who would use this hateful legislation as a template for countless anti-gay resolutions to get the homophobes out to vote in elections...mesmerized like bugs to the hateful light of homophobia:

The Defense of Marriage Act, or DOMA, is the commonly-used name of a federal law of the United States that is officially known as Pub. L. No. 104-199, 110 Stat. 2419 (Sept. 21, 1996) and codified at 1 U.S.C. § 7 and 28 U.S.C. § 1738C. The law has two effects.
  • No state (or other political subdivision within the United States) need recognize a marriage between persons of the same sex, even if the marriage was concluded or recognized in another state.
  • The Federal Government may not recognize same-sex or polygamous marriages for any purpose, even if concluded or recognized by one of the states.

The bill was passed by Congress by a vote of 85-14 in the Senate<1> and a vote of 342-67 in the House of Representatives<2>, and was signed by President Bill Clinton on September 21, 1996.

Sure, Hillary enjoys the same opinion as her husband and would love to keep the legislation nice and ready for homophobes to use for their tool chest of hateful attack:

"Obviously my friends and people who spoke to me-we've had many long conversations and I think-and which I believe-that the way that I have spoken and I have advocated has certainly evolved and I am happy to be educated and to learn as much as I can," Hillary Clinton said.

Clinton went on to defend both DOMA and her decision not to speak during the marriage amendment debate this past June, and in fact linked the two. She said that without being able to point to the U.S. law which bars federal recognition of gay marriage and allows states to similarly refuse to acknowledge such unions from other states, many more members of Congress would have voted to amend the Constitution, especially when that effort had its first vote two years ago.

She explained that her choice not to speak on the Senate floor about the amendment this year was strategic.

"Very few Democrats spoke, because maybe you thought one way, which is that you want people out there speaking for us. We thought as-force the Republicans out there, make them look like they're trying to enshrine discrimination in the Constitution. We don't even want to dignify it."

Bill Clinton advised John Kerry to "throw the gays under the bus" in 2004. What great advice to give a democratic candidate...spread more hate so you can get votes. Bill is the Master of Divisive Politics and here is some information showing his prowess:

As Pam Spaulding noted last week, Democratic political consultant Bob Shrum claims in his new book that during the 2004 elections, Bill Clinton advised John Kerry to support the Federal Marriage Amendment, i.e., the anti-gay amendment to the US Constitution that would have banned gay marriage and vitiated scores of other rights that gay couples may have, including health insurance, inheritance, child custody, parenting, and more. Shrum reports that Kerry refused to endorse the amendment.

A senior Kerry-Edwards 2004 campaign staffer told me:
"It's definitely true. Newsweek had reported that Clinton had said Kerry should support some of the state ballot initiatives. Clinton believed it would be this grand master stroke to neutralize Bush's base."

I went back to both President Clinton's office and the Kerry-Edwards campaign official, asking them to reconcile the apparent discrepancy. Clinton's spokesman stands by his denial - to the best of his knowledge, it didn't happen. The senior Kerry-Edwards 2004 campaign staffer also stands by their statement that it did happen, noting that Clinton's denial was "typical Clintonian revisionism."

Bill Clinton even hired Mark Penn to do polling on what to do when he was looking at which ways the political winds blow for him:

To get a sense of whether this "sounds like Clinton," let's look back at Clinton's record on federal bans on gay marriage. Go back to the Clinton re-election campaign in 1995. Clinton hired Democratic strategist Mark Penn as his pollster and political adviser along with now-conservative pundit Dick Morris. (Mark Penn is also Hillary Clinton's chief strategist for her current presidential run - more on that later). Penn, Morris and Clinton had decided that Clinton was going to win the re-election based on his support for "family values." And family values meant "bashing gays."

By the time Clinton arrived in Chicago for his party's convention in August, nothing that hinted at liberalism was left hanging on him. When the President, who had begun his term advocating the rights of gays in the military, came around to supporting the Defense of Marriage Act, which barred federal recognition for gay and lesbian unions, Dole was wide-eyed. "Is there anything we're for that he won't jump on?" Dole asked. The answer, essentially, was nothing...

It's no coincidence that after hiring Penn, Clinton signed the anti-gay Defense of Marriage Act and then ran radio ads on Christian radio touting his support for DOMA.

After angry complaints from gay-rights advocates, the Clinton campaign on Wednesday replaced an ad running on religious radio stations that boasted of the president's signature on a bill banning gay marriages....

The Clinton spot also touted his signing of the Defense of Marriage Act, in spite of earlier White House complaints that the Republicans' use of the issue amounted to "gay baiting."

DOMA wasn't something Bill Clinton was forced to do, it's something he chose to do, wanted to do, was happy to do. And that explains why Bill Clinton has never repudiated his support for DOMA.

It would require an act of Congress and looking at the votes in favor of it back in '96, I think he'd have a very tough time convincing the legislature to do such.

Every candidate puts out plans that they will have a hard time accomplishing, but it's good to take a strong and pure position off the bat and compromise to a more workable position.

30. But Hillary's gay supporters say she'll get rid of it. I actually had one GLBT guy
say that Bill was doing the GLBT community a favor by signing DOMA to head off a constitutional amendment. Poor fool didn't realize its pretty damned hard to amend the constitution and the practical effect of DOMA is exactly the same. In fact, there is nothing that suggests that DOMA will be changing anytime soon but... the Clintons are gay saints and Obama...well he just doesn't like gays.

I was so astounded I wanted to ask him and every other GLBT Hillary supporter if they were perhaps former prisoners in a Clinton concentration camp because they are obviously suffering from Stockholm syndrome.

Actually, he could. The act is almost certainly unconstitutional
so all he'd have to do to get rid of it is through the full
force of his Justice Department behind finding an appropriate
"test case" and bringing it to trial. I'm sure the ACLU would
be happy to provide help as would several ither human rights
organizations that I can think of.

If you've learned nothing else these last seven years, you
must have learned that the Justice Department has a lot of
power to enforce the Presidents wishes or even whims.

70. Properly presented, even *THIS* Supreme Court might rule 5-4 in our favor.
Remember, the full power of the Justice Department is
at his disposal. Ifthey wanted to, they could turn up
an awful lot of evidence to support the idea that
DOMA is prima facie unconstiturional, denying a large
swath of people "equal rights/equal protection under
the law" and denying them rights without "due process".

The only reason DOMA survives is that much of our
government is still perfectly happy supporting LGBT
discrimination.

don't know for sure he's going to do that, do you zulchzulu?

I happen to think Obama's positions can change depending on which way the political wind is blowing.

If he needs something, I can totally see he throwing gay people under the bus as part of some compromise.

Is Hillary's position on DOMA good? NOPE!

But don't make it sound as though it's a slam dunk that Obama will come through.

I don't trust him because he's already proved he will do whatever is politically advantageous at the time.

Do you know which incident I'm referring to?

THAT is how we take back this country from years of cronyism and stupidity on behalf of those with big money. In this net 2.0 age we need to be organized in our local communities calling for change.

Obama is but a leader. He can only make executive orders which are practically useless of you are not Bush. And of course he can sign bills into law and give speeches.

We must be involved with calling for Congress to vote on measures to repeal BS laws (Such as the horrible DMCA, DOMA and the Patriot Act) We must not just vote and go back to our PS3s and Xboxes and let congress get lazy!

We must be involved with the supreme court. Letting our views be known as they consider cases that the republicans will surely bring forward to destroy reform.

This is OUR time!

There were some threads where Clinton supporters felt the need to trash Barack Obama without knowing (or ignoring) that the Clintons have done the handy work for homophobes with the Defense of Marriage Act.

Bill Clinton signed the bill. Hillary supports it. If she didn't, that would be cool. But she's for it.

correct me if I'm wrong, but isn't there a provision in the Constitution that requires individual states to recognize laws passed by other states? . . . I don't have a copy in front of me, so I can't quote chapter and verse, but I'm pretty sure this is one of the key states rights guarantees in the document . . .

40. "Full faith and equal credit clause"...
I don't have the Article number, but that would be the title of it, so to speak. Also, its not about recognition of LAWS, but of contracts and debts. The reason was simple, to prevent someone from running away from a debt or obligation by crossing a state border, that was the original intention. Marriage happens to fall under this, being a civil contract between two people.

This means that marriage, being a binding contract in one state, has to be recognized in others as well. For example, one state may have an age of consent for marriage set at 18, and a bordering state have it set at 16(with parent's permission). Let's say a couple of 16 year old teenagers in the bordering state got married, and they moved into the other state with the higher age of consent, that state HAS to recognize their marriage, even though its not technically legal for those two people to be married in that state.

Interracial marriages were treated the same, only allowed to be performed in some states, and other had strong laws that attempted to strip such couples of recognition should they move to those states. Such laws were struck down, and then, anti-miscegenation laws were finally struck down as unconstitutional nationwide in Loving vs. Virginia. With Same-sex marriages, DOMA is something different, it is technically unconstitutional, but it hasn't been challenged yet. The reason is because Same Sex Marriages are really recent, and civil unions/domestic partnerships are a different animal that isn't recognized federally, which means those in these types of unions have no standing.

A same-sex couple in Massachusetts, if they are legally married there on the other hand, would have legal standing. If such a couple moved to any other state, they could sue that state under the full faith and equal credit clause, whether its successful or not is the question, but I'm not aware of any case in the courts that deals with this.

Balanced the preservation of old-growth stands with the economic needs of timber-dependent communities through the Pacific Northwest Forest Plan.

Adopted a uniform tailpipe standard to passenger cars, SUVs and other light-duty trucks, producing cars that are 77 percent cleaner -- and light-duty trucks up to 95 percent cleaner -- than those on the road today. Set new standard to reduce average sulfur levels in gasoline by up to 90 percent. Once fully implemented in 2030, these measures will prevent 43,000 premature deaths and 173,000 cases of childhood respiratory illness each year, and reduce emissions by the equivalent to removing 164 million cars from the road.

# Approved strong new clean air standards for soot and smog that could prevent up to 15,000 premature deaths a year and improve the lives of millions of Americans who suffer from respiratory illnesses. Defending the standards against legal assaults by polluters.

# Accelerating Toxic Waste Cleanups. Completed cleanup at 515 Superfund sites, more than three times as many as the previous two administrations, with cleanup of more than 90 percent of all sites either completed or in progress. Secured $1.4 billion in FY 2000 to continue progress toward cleaning up 900 Superfund sites by 2002.

# Providing Safe Drinking Water: Proposed and signed legislation to strengthen the Safe Drinking Water Act and ensure that our families have healthy clean tap water. Required America's 55,000 water utility companies to provide regular reports to their customers on the quality of their drinking water.

# Established EPA's Drinking Water State Revolving Fund (DWSRF) that provides grants to States to finance priority drinking water projects that meet Clean Water Act mandates. To date, the DWSRFs have provided $1.9 billion in loans to communities.

# Awarded nearly $200 million in Department of Agriculture (USDA) loans and grants for over 100 safe drinking water projects in rural areas of 40 states. USDA grants and loans target rural communities plagued by some of the nation's worst water quality and dependability problems.

# Expanded Safe Drinking Water Act protections to protect 40 million additional Americans in small communities from potentially dangerous microbes, including Cryptosporidium, in their drinking water.

# Ensuring Clean Water. Launched the Clean Water Action Plan to help clean up the 40 percent of America's surveyed waterways still too polluted for fishing and swimming. Secured $3.9 billion since 1998, a 16 percent increase, to help states, communities and landowners in reducing polluted runoff, enhancing natural resource stewardship, improving citizens' right to know, and protecting public health.

# Strengthening Communities' Right to Know. Strengthened the public's right to know about chemicals released into their air and water by partnering with the chemical industry and the environmental community in an effort to provide complete data on the potential health risks of the 2,800 most widely used chemicals. Nearly doubled the number of chemicals that industry must report to communities, while expanding the number of facilities that must report by 30 percent.

# Expanded the community right to know about releases of 27 persistent bio-accumulative toxins (including mercury, dioxin, and PCBs). These highly toxic chemicals are especially risky because they do not break down easily and are known to accumulate in the human body.

# Secured $83 million in FY 2000 for two major new efforts to restore salmon in the Pacific Northwest: $58 million for the Pacific Coastal Salmon Recovery Fund, which provides resources for states and tribes to protect and rebuild salmon stocks; and $25 million to implement the historic Pacific Salmon Treaty with Canada, which established two regional funds to improve fisheries management and enhance bilateral scientific cooperation between the two countries and provides funding to buy back fishing permits in Washington.
# Expanding Wildlife Refuges. Added 57,000 acres, including lands along the last free-flowing section of the Columbia River, to the Saddle Mountain National Wildlife Refuge to protect salmon habitat in Washington.

# Forging Partnerships to Protect Habitat. Completed 255 major Habitat Conservation Plans (HCPs), compared to 14 before the Administration took office, to protect more than 20 million acres of private land and over 170 threatened and endangered species. These voluntary agreements protect habitat while providing landowners the certainty they need to effectively manage their lands.

# Strengthening Protections for Wildlife. Signed legislation that strengthens protections for wildlife by mandating that the most important use of our nation's wildlife refuges is giving refuge to migratory birds and other animals reliant on this rich system of natural habitat.

Protecting our Oceans and Coasts

# Creating Comprehensive Oceans Policy. Directed the development of key recommendations for strengthening federal oceans policy for the 21st century and appointed a high-level task force to oversee the implementation of those recommendations. Convened a National Ocean Conference in June 1998 that brought together government experts, business executives, scientists, environmentalists, elected officials and the public to examine opportunities and challenges in restoring and protecting our ocean resources.

# Strengthening Our National Marine Sanctuaries. Secured a funding increase of over 100% to better support national marine sanctuaries -- homes to coral reefs, kelp forests, humpback whales, and loggerhead turtles. Supporting the five-year Sustainable Seas Expeditions to explore, study and document ways to better protect underwater resources.

# Preserving Coral Reefs. Issued an Executive Order to expand protection of coral reefs and their ecosystems to address issues of coral reef management, expansion of marine protected areas and increased protections for coral reef species.

# Protecting Marine Mammals. Led negotiations resulting in a multilateral agreement to protect dolphins in the eastern tropical Pacific Ocean. Issued new standards to protect the endangered northern right whale from injuries from ships by instituting a first-ever ship reporting requirement in two areas of right whale critical habitat. Fought for creation of the Southern Ocean Whale Sanctuary, an area of more than 12 million square miles off the coast of Antarctica.

# Banning Ocean Dumping of Toxic Waste. Led the world in calling for a global ban on ocean dumping of low-level radioactive waste. The U.S. was the first nuclear power to advocate the ban.

Introduced "Better America Bonds" to generate $10.75 billion in bond authority over five years to preserve open space, improve water quality and clean up abandoned and contaminated properties known as brownfields. Local communities can work together in partnerships with land trust groups, environmentalists, business leaders and others to develop innovative solutions to their community's development challenges.

# Provided leadership critical to successful negotiation of the Kyoto Protocol, which sets strong, realistic targets for reducing greenhouse gas emissions and establishes flexible, market-based mechanisms to achieve them as cost-effectively as possible.

# Investing in Clean Energy Research. Won more than $1 billion in FY 1999 and in FY 2000 for the Climate Change Technology Initiative, a program of clean energy research and development that will save energy and consumers money. Extended the tax credits for wind and biomass energy production through 2001, reducing emissions and reliance on imported oil.

# Growing Clean Energy Technologies. Issued an Executive Order to coordinate federal efforts to spur the development and use of bio-based technologies, which can convert crops, trees and other "biomass" into a vast array of fuels and materials. Set a goal of tripling our use of bioenergy and bioproducts by 2010 to reduce annual greenhouse gas emissions by up to 100 million tons a year -- the equivalent of taking 70 million cars off the road.

# Improving Scientific Understanding. Increased funding for the United States Global Change Research Program to more than $1.7 billion in FY 2000 to provide a sound scientific understanding of both the human and natural forces that influence the Earth's climate system. This record research budget continues strong support for the "Carbon Cycle Initiative" begun last year to improve our understanding of the role of farms, forests, and other natural or managed lands in capturing carbon.

# Energy Efficiency Standards for Appliances. Issued new energy efficiency standards for refrigerators, refrigerator-freezers, freezers and room air conditioners that will save consumers money and reduce emissions of greenhouse gases and dependence on foreign oil. The new standards will cut the average appliance's energy usage by 30 percent and save more than seven quadrillion BTUs of energy over the next 30 years, more than seven times the annual energy consumption of the entire state of Arkansas.

# Promoting federal Energy Efficiency. Issued an Executive Order directing federal agencies to reduce energy use in buildings 35 percent by 2010, reducing annual greenhouse gas emissions by the equivalent of taking 1.7 million cars off the road and saving taxpayers over $750 million a year. Forged new partnerships with industry to develop and promote energy-saving cars, homes and consumer products with the potential to save Americans hundreds of millions of dollars in energy bills and significantly curb greenhouse gas pollution.

Easily one of the most Bush-esque Clinton moments. A billionaire buys his way out of jail, while a political prisoner remains wrongfully imprisoned. In my opinion, that scandal made the transition from Clinton to Bu$h in 2001 pretty damn seamless.

There was no upside at all to a veto. DOMA would still become law, democrats would've been hurt in the upcoming election, and it WOULD spur support for an amendment. That's not to say the amendment would pass, but there's no denying it would've become more popular.

It was a bill designed to hurt Democrats no matter what Clinton did.

An amendment would have never made it through the process.

You want to know what the upside would have been? If Bill vetoed this bill, and Newt carried out the threat of a Constitutional amendment, it would have finally forced this nation to discuss gay and lesbian rights instead of pretending like we do.

the veto would've been overriden. Americans supported DOMA almost 2-1. Democrats would've been hurt in the election if Clinton had vetoed it, and the bill would STILL have become law.

Gingrich knew Clinton was damaged no matter what he did. I just don't think in his wildest dreams he imagined democrats would still fall for his trick 12 years down the road.

“Gay marriage was an overwhelming factor in the defeat of John Kerry,” Clinton told the audience at the Margaret Bundy Scott Field House.

“There was astonishing turnout among evangelical Christians who were voting on the basis of moral values,” he said. “I do not believe either party has a monopoly on morality or truth.”

Clinton said Democrats had a story to tell about abortion and gay marriage. They didn’t tell it. Abortions declined during his terms in office, he said, because of policies encouraging adoption and rewarding mothers.

Democrats should have emphasized that gay marriage should be up to the states — and that state sovereignty is a traditionally Republican value.

Kerry in February, 2004

Sen. John Kerry's campaign spokeswoman Stephanie Cutter said the announcement makes it clear that Bush's re-election strategy is to "use wedge issues and the politics of fear to divide the nation."

kerry "lose" because the wonderful pure as the driven snow state of ohio government basically stole the election?


let me think a minute... 2000 the supreme court installed the president and in 2004 the government of ohio threw the election..ya i think that`s what happened
