PITTSBURGH -- Sometimes the period between the presidential primaries and the political conventions is called the Phony War. And for good reason. Nothing much happens as the two major parties ready themselves for the autumn battle.

There's a Phony War going on this time, too, except it's a Phony War with a difference. This Phony War is really phony.

Look at what's happening: The Republicans continue to pour resources into Pennsylvania. The Democrats are beginning a new offensive in Virginia. There must be a lot of extra money around campaign headquarters these days, because the Republicans are no more likely to win Pennsylvania than the Democrats are to prevail in Virginia.

This takes the Phony War to a new level of phoniness.

If, that is, the whole thing didn't reveal so much of what is really going on in Team Bush and Campaign Kerry. Here's my theory: The Republicans are making a substantial -- and visible -- investment here in Pennsylvania not to win the 21 electoral votes of the Keystone State but to win the attention of the Democratic Party. Bush has been here 28 times since his term began. One period this spring, Bush and Vice President Dick Cheney (news - web sites) were in Pittsburgh within days of each other.
